New Director of Poway Administrative Services to Start Next Week

J. Scott Edwards returns to Poway after working in Nevada.

The City of Poway has hired a new director of Administrative Services, a department that is responsible for managing the city’s human resources department and information technology division.

J. Scott Edwards will start on Monday, Oct. 8, and has spent the past four years working for the State of Nevada. Edwards is no stranger to Poway—he held the position of Economic Development manager for Poway. 

“I am delighted to return to Poway and to join its strong management team and an exceptional department. I look forward to providing the highest possible service to the City Council, staff and greater community,” Edwards said in a release issued by the city.

Edwards is a graduate of San Diego State University, where he earned an undergraduate degree in public administration and a Masters in public administration. In Nevada he worked as a program analyst, responsible for budgetary oversight, research and recommendations to the Nevada State Legislature. He was also responsible for the management of staffing, development of policies and programs, analysis of revenues and expenditures, and review of operational efficiencies and effectiveness, according to a press release.

• Preparing an annual balanced budget.

• Managing the city’s human resources division.

• Labor relations.

• Water and sewer billing.

• Overseeing the city’s information technology division.

• Municipal insurance and risk management.

The annual salary for the position of Administrative Services director is $127,417.
