HHSA Has a New Regional Manager

The Health and Human Services Agency appoints Chuck Matthews as new manager of the North Inland and Coastal regions. Alfredo Aguirre takes over Behavior Health Services.

The County Health and Human Services Agency has announced the appointment of Chuck Matthews as the new regional general manager for North Coastal and North Inland regions and Alfredo Aguirre as the new director of Behavior Health Services.

“Both Chuck and Alfredo have contributed to the community in so many ways throughout their careers,” said Walt Ekard, chief administrative officer, County of San Diego. “They are both tremendous assets to the region and will continue to do great work for HHSA.”

Matthews has more than 21 years of experience in the planning, management and delivery of health and social service programs. Matthews is currently the public health administrator for HHSA Public Health Services, responsible for planning and directing public health programs.

Prior to his position at Public Health Services, Matthews was the public administrator/public guardian and he also served as an assistant deputy director for HHSA’s Aging and Independence Services.

Aguirre has more than three decades of experience in the behavioral health field and is currently serving as HHSA’s Mental Health director, where he won the 2011 Hope Award for his leadership in the County of San Diego’s Mental Health Stigma Reduction Media Campaign, It’s Up to Us.

Aguirre is a current advisory member to the Substance Abuse Mental Health Services Administration - Children’s Mental Heath Branch and is a board member for the Network of Social Work Management. He is a past president for the California Mental Health Director’s Association.
