Grosch to Propose Study on Term Limits

Councilman Dave Grosch said his "intention is to spark a debate and bring it out there so the people of Poway can have a say through a public forum" as he promised during his campaign.
Grosch, who was elected to the City Council in November and has been vocal about his support for term limits, said he will ask the City Council to vote as to whether the city staff should prepare a report studying the process for enacting term limits for the five elected seats.

Should the City Council vote to allow staff to prepare the report and City Council votes to place it on the ballot, Grosch hopes to put it up for a vote in the 2012 general election. Through his research, he estimates that it will cost $20,000 to put the issue on the ballot.
"This is to let the public and council have a debate and bring it to the forum and this is what it will do. I'm in favor of term limits but I know others are not," he said. "Everybody has different reasons as to why they want and don't want term limits."

Grosch noted that he believes term limits encourage more people to become involved in the civic process.
Voters elected Grosch to the City Council over longtime Councilman Carl Kruse. While Councilman John Mullin has served since June 2010, Mayor Don Higginson has been on the City Council since 1986, Councilwoman Merrilee Boyack has served since 2004 and Deputy Mayor Jim Cunningham since 2008.
The cities of San Diego and Chula Vista have term limits, and voters approved term limits for the San Diego County Board of Supervisors in June 2010.
