Council to Consider Ordinance Changing Business Sign Laws

The ordinance is a result of nearly a year of work among city staff and the business community.

The City Council will be asked to consider an ordinance amending various business sign law changes Tuesday. 

The ordinance—which is the result of business summit, community meeting and two Council workshops over the course of a year—will modify Chapters 17.04 and 17.40 of the Poway Municipal Code pertaining to business signs.

  • Allowing building-mounted banner signs to hang for up to 100 days a year rather than up to 52 per year after a business opens.
  • Allow flag banners to hang in addition to building-mounted banners.
  • Allow for 12-inch-by-17-inch pennant flags to be on display on Fridays, Saturdays, Sundays and holidays.

The ordinance will be presented for its first reading with a scheduled adoption at the March 6 Council meeting.

  • The City Council will consider a rescinding a Jan. 15, 2008, resolution that denied the appeal of two Poway property owners of the obligation to obtain a floodplain development permit for the construction of fences on their property. The proposed resolution to rescind the Council’s previous decision comes after years of legal battle between the city and residents Lee Tarte and Diane Armstrong.   • The City Council will consider resolutions approving the midyear budget review that will include the operating budget for the successor redevelopment agency after the Feb. 1 shutdown of the Poway Redevelopment Agency. The report includes the announcement of five employees being laid off because of the redevelopment change, the loss of fees for stormwater services and an increase in sales and property tax than originally estimated, and warns of a possible structural deficit in fiscal year 2012-13 of nearly $2 million.
