City Council to Consider Reducing Stowe Drive Speed Limit

An ordinance asking council members to reduce the speed limit to 35 mph will be presented at the Tuesday meeting.

City Council members will discuss an ordinance reducing the speed limit on Stowe Drive by 10 mph. 

The ordinance, which wil be presented for a first reading, would reduce the speed limit to 35 mph. A resolution will also be presented asking Council members to allow General Atomics to install a midblock pedestrian crosswalk between Scripps Poway Parkway and Kirkham Way.

According to the staff report, the city believes the resolution is “appropriate with the recommended traffic improvements” to reduce the speed limit and add “crosswalk lighting, signing and striping, ADA curb ramps and a pedestrian raised island.” The staff report also notes that a study was conducted by the local defense contractor.

The proposed crosswalk location will be about 800 feet south of Scripps Poway Parkway and will not have a fiscal impact on the city of Poway, as it will be “designed and constructed” by General Atomics, according to the staff report.

City staff is recommending that the City Council schedule the ordinance for a second reading and adoption at a future meeting and adopt the resolution at Tuesday’s meeting.

Other items on the City Council agenda include:

  • Council will consider a tentative parcel map to lower the site development pad elevation on Lot 3 of Parkway Summit in the Poway Business Park.
  • Council will consider authorizing the city manager to execute an agreement with Gary F. Hoyt Landscape Architecture Inc. for landscaping and inspection services, and a resolution to amend the master fee schedule, landscape plan check and inspection services fee.
  • Council will discuss an ordinance that repeals the Poway Municipal Code Chapter 10.36 “crosswalks” to allow for the city to preserve an existing midblock crosswalk on Tierra Bonita Road between Poway Valley Road and Donart Drive. According to the staff report, repealing the municipal code will allow for the city to eliminate the need to amend it each time a midblock crosswalk is approved.
  • Mayor Don Higginson will be recognized for his 25 years on the City Council.
