The position held by Foster—who contracted with the city through the firm McDougal, Love, Eckis, Boehmer and Foley, of which she is a partner—will be discussed at the Feb. 22 City Council meeting. Riley said the city will continue to contract with the firm and the City Council will interview prospects in a closed-door meeting.

Additionally, Riley said any cases involving the city of Poway will not be affected.

Assistant City Manager Tina White will oversee the redevelopment office for the time being and June Dudas will oversee community services—a department Fuentes also oversaw since 2009, according to Riley.

Foster could not be reached for comment because she is on vacation but Fuentes said in an e-mail to city employees that said she enjoyed her time in Poway.

"I wanted to let you know that I have decided to take another direction in my career," she wrote. "I have enjoyed the time, challenges, friendships and laughs along the way.  The citizens of Poway are so lucky to have a dedicated and hardworking group of folks who are committed to public service."

Because Fuentes played a role in Poway's first business summit, Riley emphasized that the results taken from the summit will not be affected.

"I think folks are going to be concerned that the economic climate of the city will be affected," Riley said. "But we will continue on with the work."
