Rep. Paul Ryan's budget plan may not have been a major issue in the presidential campaign a week ago. It is now. Even though presumptive GOP presidential nominee Mitt Romney has endorsed the Ryan plan, his choice of running mate has made the so-called “Path to Prosperity” a target for Democrats and a badge of honor for Republicans.
