Rain Expected in San Diego County

Wet and windy weather is expected to strike San Diego County late Friday.

According to the National Weather Service, a Pacific weather system will move into the region tonight and Saturday, bringing around a quarter to a third of an inch of rain to the coast and around an inch to west and southwest mountain slopes.

The precipitation will be mostly light but "rather long in duration and will result in some slippery driving conditions," the agency advised.

Local wind gusts of up to 70 miles per hour are possible in mountains and desert areas on Saturday.

The Weather Service issued a high wind watch for the mountains and deserts from late tonight through Saturday evening. It indicates an expectation of sustained winds of at least 40 mph or gusts of 58 mph or stronger.

"Another system will bring a chance of precipitation and more gusty winds Monday or Monday night, but less rainfall is expected than the system for tonight and Saturday," according to the Weather Service.

Rancho Penasquitos Operators Plead Guilty

The operators of a Rancho Penasquitos car wash pleaded guilty to felony charges of knowingly employing illegal immigrants, federal officials announced Thursday.

Ju Hea Kim, 54, and Sun Jae Lee, 51, admitted before U.S. Magistrate Judge William Gallo in San Diego to hiring 10 or more illegal immigrants within a 12-month period, the U.S. Attorney's Office reported.

According to court documents, Kim, owner of Betty's Car Wash in the 9800 block of Carmel Mountain Road, and Lee, its manager, knowingly employed illegal immigrants during a four-year period.

The plea deal calls for Kim to forfeit $85,610 to the federal government.

According to the agreement, federal prosecutors will recommend an eight- month prison sentence for Lee at sentencing, while Kim will face revocation of his visa and deportation to South Korea. The plea agreement also recommends that Kim and Lee each pay a fine.

Kim and Lee admitted having known that the illegal immigrants they hired were not U.S. citizens and that the workers had entered the United States illegally. Kim and Lee also conceded that they had acted with the intent of violating U.S. immigration laws.

Kim and Lee were arrested in October, following an investigation by Immigration and Customs Enforcement personnel.

Kim is scheduled to be sentenced on Feb. 17, and Lee on April 2, both before U.S. District Judge Barry Moskowitz.

Taxpayers Association Accepting Nominations

The San Diego County Taxpayers Association has opened the nominating period for its 2012 Golden Watchdog and Fleece Awards.

The SDCTA says the annual awards honor good government practices and efficient use of public money while spotlighting wasteful, inefficient or absurd uses of taxpayer dollars.

The organization also rewards public-private partnerships and excellence in media coverage on behalf of taxpayers.

Among last year's Golden Watchdog recipients were the North County Transit District for privatizing its bus operations and maintenance, and the San Diego County Regional Airport Authority for its bond funding of the Terminal 2 expansion project at Lindbergh Field.

Golden Fleeces went to the scandal-plagued Sweetwater Union High School District for its spending practices and to a regional fee established to subsidize freeway call boxes, even though cell phones have made the boxes largely obsolete..

The awards dinner is scheduled for May 16 at the Town & Country Resort.
