Coastal Commission Rejects Navy Headquarters Plan

The board voted against the plan to redevelop the Navy's headquarters.

1. The California Coastal Commission voted unanimously Wednesday to scuttle plans to redevelop the Navy's headquarters in downtown San Diego, finding that both the project and surrounding area have changed significantly since prior approval was granted 20 years ago. The Navy and a private developer want to tear down the white, four-block-long building that sits between North Harbor Drive and Pacific Highway and replace it with a mixed-use complex featuring military offices, commercial space and a hotel.

2. A one-time Marine who founded an Oceanside church was behind bars Wednesday on suspicion of having a two-year sexual relationship with a preteen Riverside County girl. Matthias Anderson, 41, was arrested at the alleged victim's Murrieta home Tuesday morning and booked on suspicion of unlawful sex with a minor and lewd acts with a child under 14.

3. Federal agents found five would-be border-crossers in a cramped tunnel near the Otay Mesa Port of Entry Wednesday. The four men and a woman were found in a passageway -- described as a 2 1/2-by-2 1/2-foot conduit built for a natural gas pipeline -- about 2:20 a.m. on the United States side of the border, near the secondary fence south of Via De La Amistad and east of state Route 905, U.S. Border Patrol Agent Michael Jimenez said.
