Authorities Ask Public for Help in Finding Probationer

2. The 63rd annual Kiwanis Ocean Beach Kite Festival, an event touted as the oldest of its kind in the United States, will get under way this morning at the Ocean Beach Recreation Center. Children will be given free kits to make and decorate kites. When they're finished, they'll parade from Ocean Beach Elementary School to the beach, where they can fly their creations. Parents are also encouraged to participate. The National Weather Service forecasts the breeze will be calm part of the day before picking up to a 5-10 mph.

3. Escondido police Saturday sought a 41-year-old probationer who cut off a GPS tracking device and threatened to kill a woman he was ordered to stay away from. Martin Dale Rouse Jr. got into the woman's home and threatened to kill her on Feb. 26, Escondido police Sgt. Chris Lick said. In February 2010,  Rouse was convicted of stalking, evading arrest and driving under the influence, he said.

Rouse is about 5 feet 9 inches tall and 145 pounds, with brown hair and
brown eyes. He has a tattoo of a skull with a cowboy hat on his left shoulder,
police said. He may be in Vista, Valley Center, Escondido or San Diego. He has been seen using a wheelchair and driving an tan Ford motor home.

Police urge anyone who knows where Rouse is to call 911 or Crime Stoppers at (888) 580-8477. Crime Stoppers is offering a reward of up to $1,000 for information that leads to an arrest.
