Poway City Phishing Scam?

Just received an email form the city to re-register all my payment information with them. The email looks legit at first, but the online site requires two different signups, has broken links and broken logic on it. 
By the time I got to the checking account info page, I had to stop as it was that bad. The late 1990s saw better designed web pages than this. I figured this cannot be authentic for a great city like Poway.
Thoughts?
